Rep. Smith’s legislation to recognize open water lifeguards as first responders

Rep. Smith’s House Resolution 1188 would federally recognize open water lifeguards as first responders and emergency response providers who protect countless lives from death or serious injury often at personal risk, currently New Jersey and Hawaii are the only states that do. The resolution, when passed, would help ensure that those who protect open water beachgoers and swimmers are themselves protected and supported and are integrated into the broader emergency response network.
